Description Job Summary: For this project the Site Safety and Health Office shall also be the designated Quality Control Manager and Environmental Manager with all the duties and qualifications needed to meet those requirements.

[3-Hat Role] SSHO - Site Safety and Health Officer/QCM - Quality Control Manager/EM - Environmental Manager *Certified*

SSHO

shall be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years construction experience.

Provides on-site supervision SAFETY (OSHA/EM385) on all projects.

Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. Safety inspection logs shall be attached to the Contractors' daily quality control report.

Conduct mishap investigations and complete required reports. Maintain the Occupational Safety and Health Administration (OSHA) Form 300 for prime and subcontractors.

Maintain applicable safety reference material on the job site.

Attend the pre-construction conference, pre-work safety conference, pre-work meetings including preparatory inspection meeting, and periodic in-progress meetings.

Implement and enforce accepted Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHA).

Maintain a safety and health deficiency tracking system that monitors outstanding deficiencies until resolution. A list of unresolved safety and health deficiencies shall be posted on the safety bulletin board.

Ensure sub-contractor compliance with safety and health requirements.

Provide safety indoctrination to all construction site visitors.

Ensure the Contractor's accepted Accident Prevention Plan is carried out.

Ensure that all Contractor/subcontractor employees have all Hazardous Toxic Radioactive Waste (HTRW), asbestos, and lead paint training, and their personnel protection equipment meets applicable OSHA/EPA requirements.

Conduct daily walkthrough of the site ensuring work is being accomplished safely and occupational health is not compromised.

Attend and participate in all preparatory and initial quality control phase meetings.
Conduct weekly safety meetings for all workers.

Conduct monthly supervisory safety meetings.

Provide accident reports.

Produce a Daily Safety Report of activities performed and attach this report to the Contractor's Quality Control Report.

Minutes shall be provided of weekly and monthly safety meetings with the Daily Safety Report.

Not limited to other duties as identified per Specification Section 01 45 04.10 06.
QCM

Provides on-site supervision SAFETY (OSHA/EM385) on all projects.

The CQCM shall be a graduate engineer, graduate architect or a graduate of construction management with a minimum of 3 years construction experience. The CQCM shall be responsible for overall management of Contractor’s Quality Control (CQC) and have the authority to act in all CQC matters for the Contractor. Provides quality control management for all active TOs and executes the QC plan. The CQCM shall visit each active project site daily to ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with the approved construction drawings, shop drawings, material submittals and technical specifications. The CQCM shall prepare and coordinate material submittal sheets and shop drawing submittals, prepare QC reports, schedule and coordinate testing procedures and attend all status meetings, site visits, and pre-final/final inspections. The CQCM shall have completed and passed the course entitled “Construction Quality Management for Contractors” within the last 5 years. A copy of the certification shall be provided with the CQC Plan.

The CQCM shall be someone other than the CM or Project Superintendent. An alternate shall be identified in the CQC Plan to serve in the event of the CQCM absence. The requirements for the alternate shall be the same as for the designated CQC System Manager.

EM

The environmental manager (EM)shall be certified to ensure environmental compliance on all projects. The EM shall have and maintain the credentials necessary to be considered a “competent person” as defined by the Federal Asbestos Regulations. This individual may perform these duties in conjunction with other duties.

ESSENTIAL FUNCTIONS:
• Provide site compliance through daily site inspections and daily safety reports
• Development and/or review of Accident prevention plan, AHAs and crane and rigging plans
• Provide onsite safety education to subcontractors
• Coordination of safety issues as the Quality Control Manager and the Site Superintendent on new definable features of work
• Provide management and oversight of site specific safety activities. Examples – Permit required confined space, abatement, lockout/tag out activities, etc.
• Prioritization of daily tasks to maintain safety compliance and project schedule
• Demonstrate in depth knowledge of EM-385-1.1, OSHA 29 CFR 1910 and 1926
• Conduct mishap investigations and complete required accident reports
• Ensure sub-contractor compliance with safety and health requirements
• Provide 1st day site safety orientations for all new employees
• Maintain the OSHA 300 form
• Maintain applicable safety reference materials on the job site
• Maintain a safety and health deficiency tracking system that monitors outstanding deficiencies until resolution
• Maintain current SDS (MSDS) list of hazardous chemicals on site
• Prepare monthly contractor safety self-evaluation checklist
• Other duties as assigned

KNOWLEDGE, SKILLS & ABILITIES:
• Must be able to perform daily safety inspections and associated reports, daily equipment inspections, hazard analysis prior to activities, and weekly safety meetings
• Must be able to present safety evaluations and coordination with production and quality control functions at weekly owner and subcontractor meetings
• Ability to communicate successfully with Site Superintendent ,Quality Control Manager, Government Quality Assurance Representative, OSHA, Environmental, Fire Marshalls, Crane Safety, subcontractors, and tradesmen
• Maintains safety records and manages all required reporting
• Must be proficient in Word, Excel, Outlook, Adobe Acrobat and Internet

Requirements QUALIFICATIONS:

• Bachelor’s degree is desirable but not required; experience can substitute
• 10 years construction related experience
• 5 years of local, state or government (federal) construction experience
• Valid state driver’s license
• Proficient in Microsoft Word, Excel, Outlook, Project and Primavera scheduling software
• Able to self-perform some minor scopes of work; carpentry, drywall, cleaning, demo, etc.
• Ability to estimate projects
• OSHA 30
• CPR & First Aid trained

Preferred:
• Quality Control and Safety certifications
• Experience in underground utilities, concrete and structural steel.

WORKING ENVIRONMENT: The majority of the work is performed in an indoor/outdoor setting with a wide variety of people in differing functions, personalities and abilities.

PHYSICAL DEMANDS: An individual will be required to climbing, balancing, stooping, kneeling, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Light Work: Exerting up to 40 pounds of force occasionally, and /or up to 15 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects is required. The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes. Occasional to frequent travel.
